I read about that also. Not sure what the real aganda is here. Maybe someone else can tell us what is really going on. Like you said, this has been a problem for years now, and why all of a sudden they want to worry about a small flooding problem.
I think buying up the property maybe the real isssue here? Does someone want the property and for what reason? Anyone know the answers? How is buying the property going to help with flooding?

Sounds like to me it's all about land grapping, maybe I'm all wrong, but just my thoughts on it. Maybe someone smarter than I could give us more insight on the issues here.
